The Mu'ugalavyani have invaded and taken over most of Livyanu, which was devastated by the Plague of the White Hand. They have a strong colonial government in place, though an active Livyani resistance is being led by a veiled woman.

In Tsamra, the temples are all closed up and protected against Mu'ugalavyani assault. There is no real leadership, and it appears to be every Livyani for himself. Most of the larger houses and palaces have been looted and burned. Many parts of the town are empty. Although the Mu'ugalavyani are in Tsamra, they are not really in control: they stay in their parts of the town, patrolling only during the days and holing themselves up at night. There are several "resistance" groups, but they are fighting a hopeless battle. Stone cairns have been erected which prevent the use of magic within the area of the cairns, and these prevent the Livyani from using their powerful magic. Prices have skyrocketed in most cities.

The veiled lady may be Narieb, the wife of Eloa Tlashte from the Tlashte Heights. It may also be Narieb's younger sister. Eloa Tlashte is a governor of the Tlashte Heights and has a most wonderful house, one of the old planetary defence bases. I have been in the house many times and it sports an incredible display of rooms and areas within it. The Mu'ugalavyani have not been able to take the house: it is almost inaccessible, well defended by Thunru'u, and exists simultaneously on many planes.
